การประชุม Multi-stakeholder Technical Meeting on Implementation Options Recommended by the CEWG
เมื่อวันที่ 16-19 ตุลาคม 2555 ที่ผ่านมา สำนักงานพัฒนานโยบายสุขภาพระหว่างประเทศ (IHPP) กระทรวงสาธารณสุข โดย ดร.วิโรจน์ ตั้งเจริญเสถียร ที่ปรึกษาสำนักงานฯ ร่วมกับ Harvard Global Health Institute จัดการประชุม “Multi-stakeholder Technical Meeting on Implementation Options Recommended by the CEWG” ที่ Rockefeller Foundation Bellagio Centre เมืองเบลาจิโอ ประเทศอิตาลี การประชุมในครั้งนี้มีผู้เชี่ยวชาญระดับสูงด้านสาธารณสุขจากองค์กรต่างๆในหลายประเทศเช่น สหรัฐอเมริกา, สวิตเซอร์แลนด์, จีน, แอฟริกาใต้ ทั้งจากภาครัฐและเอกชน จำนวน 19 คนเข้าร่วม โดยมี ดร.วิโรจน์ ตั้งเจริญเสถียร เป็นประธานการประชุมฯ
โดยเมื่อเดือนพฤษภาคม 2555 คณะทำงานผู้เชี่ยวชาญที่ปรึกษาเรื่องการวิจัยและการพัฒนาด้านความร่วมมือและการเงินขององค์การอนามัยโลกได้เสนอข้อแนะนำ ในที่ประชุมสมัชชาสุขภาพโลก (WHA) ครั้งที่ 65 ในเรื่องการเข้าถึงยาและเทคโนโลยีด้านสุขภาพของประเทศกำลังพัฒนา โดย WHA ได้ตอบรับข้อแนะนำจากคณะทำงานฯและขอให้ประเทศสมาชิกจัดการประชุมปรึกษาหารือในระดับชาติและระดับภูมิภาค รวมถึงการหารือร่วมกันระหว่างรัฐบาล (Intergovernmental Meeting) ที่กำลังจะเกิดขึ้นในเดือนพฤศจิกายน พ.ศ. 2555 นี้ที่กรุงเจนีวา ประเทศสวิตเซอร์แลนด์ การประชุมฯในครั้งนี้จึงเป็นการปรึกษาหารือเพื่อเตรียมการและพัฒนาข้อเสนอแนะที่เป็นรูปธรรมเพื่อนำเข้าเสนอในที่ประชุมหารือในระดับการเมืองซึ่งจะจัดโดย WHO ต่อไป
On 16-19 October 2012, International Health Policy Program (IHPP) ), Ministry of Public Health, Thailand in collaboration with Harvard Global Health Institute led by Dr Viroj Tangcharoensathien, Senior Advisor of IHPP convened the “Multi-stakeholder Technical Meeting on Implementation Options Recommended by the CEWG” meeting at Rockefeller Foundation Bellagio Centre in Bellagio, Italy. Nineteen health experts of various organizations in different countries such as USA, Switzerland, China, South Africa, etc joined the meeting chaired by Dr Viroj.
In May 2012, the World Health Organization Consultative Expert Working Group on Research & Development: Financing and Coordination (CEWG) published its recommendations for consideration at the 65th World Health Assembly (65th WHA) on the concern of access to medicines and health technologies in developing countries. The WHA welcomed the report, and requested Member States to conduct national and regional consultations, followed by an Intergovernmental Meeting (IGM) in Geneva, Switzerland in coming November 2012. This CEWG meeting in Bellagio during 16-19 October 2012 was therefore convened to seek for consultations for preparation and development of concrete recommendations to be informed in further political-level discussions being organized by WHO.
